We live in leeds my son wants to work on the bins but how no vacancies in job centre or council site ideas ?

is this job a closed shop,we cant find were to even inquire about a job,never see any vacancies advertised in job centre or council web site and do not know where depot arethis job would be ideal for my lad any help would be appreciated
