I am owed retroactive child support, serious problem collecting! Attorneys only, please.?

My child's father and I went through two years of custody battle. He was telling my child terrible things about me and not abiding by the rules. For her sake, I agreed on shared parental and residential responsibility. He is supposed to pay me 50% of certain costs for her, I have submitted them to him. In the final dispo, it is ordered that he pay the 50% of expenses such as child care, cles, medical, etc., however he hasn't. It's also ordered that he pay me $1,400 in the retroactive if I agreed to let the balance of the 3 previous years of retroactive go. He was not ordered to pay this to the court, he was to pay me, the mother, directly. (He had a smart atty...) He hasn't exercised the visitation (7 days every other week) in about two years, nor has he paid me a dime. He won't he sanctioned by the court (i.e., losing his DL) because he wasn't ordered to pay via the court, he was ordered to pay me, directly. We live in Marion Co., Ocala, FL. Is there any way I can reopen and I can start getting my 50% of her costs plus the $1,400 that he was ordered to pay me? I can't afford to pay my atty. again to reopen the case. If I could, I'd have the money for her braces and wouldn't need to bother. He's truly a negative influence and this is the reason I haven't wanted to "rock the boat" until now. His current wife's father uses his position as a file clerk at our local Sheriff's Dept. to create false doents, etc. If I told you the whole story, you would never believe it. What I am up against is a group of very creative, calculating people who love to incite dramatics. My daughter went through enough hell for 2 years that I could quite literally author a book. I'm afraid to "open another can of worms," as I know he doesn't want to pay child support and this is the reason he filed for primary residential & responsibility in the first place, in real to my initially filing for child support. How can I get the money I am owed without creating a terrible situation for my daughter? (I'm also fearful of his starting to exercise visits; she was molested by her stepbrother while in her dad's care & due to technicalities, the offender wasn't jailed or puished; he was a dullard minor (17) at the time.)
