Why do alloys on wheels sometimes look like they are going slowly or in the opposite direction of the car?

No, it happens seeing it live too. It's because your brain doesn't interpret vision as one smooth flow but as flickering about 32 times a second, so the spinning of the spokes sets up a harmonic with this flickering that cam make wheels appear to spin slowly or backwards.
