Is a hedge combined with a chain link fence a good choice to keep a dog from jumping out?

I already have a 3' chain link fence all around my yard. However, my dog can and does easily jump it if let off leash in the yard. So I am considering getting some hedges to plant just inside the fence to deter him from jumping. Do you think this will be enough to deter him from jumping out? The hedges I am looking at getting would be about 2-3' thick and grow up to 15' high.
