How do we access whether someone is a good or bad wrestler?

Putting mic skills aside what makes someone a great wrestler (technical skills, aerial moves)? We frequently hear people say Hulk Hogan and John Cena are terrible wrestlers and that Chris Benoit and Kurt Angle are two of the greatest in-ring wrestlers of all time.
